As of 1999 Craig expanded his network to 9 U.S cities operated by nine employees. As a result, the company instituted an ingenious flagging system that basically allows community users to be the first line of defense against bad content. The flagging system allows users to quickly identify illegal and inappropriate postings. Users may flag postings they perceive to violate Craigslist guidelines. Flagging does not involve account login or registration and can be done anonymously by any user. Postings on the site are automatically removed when a certain number of users flag them.

In January 2000, Jim Buckmaster joined Craigslist. He worked as lead programmer and Chief Technology Officer. Buckmaster made great contributions and was elevated to CEO by November same year. He introduced the multi-city architecture, search engine, discussion forums, and flagging system to the site. He also contributed to developing a disclaimer for adult section, self-posting process, homepage design, personals categories, and best-of-Craigslist feature.
Today, the company was believed to be owned principally by Newmark, Buckmaster and eBay. Newmark is believed to own the largest share while eBay owns 25% share of the company.
